ABSTRACT
This study aims to examine and analyze the effect of human resource competence and functional supervision on the effectiveness of regional financial management and its implications on the financial performance of regional apparatus organizations in Pekanbaru City. The variable of government financial performance variables using indicators of planning, investigation, coordination, evaluation, supervision, staff selection, negotiation, representation, and overall performance. The variable of human resource competence is measured from education, experience, training. The variable of functional control variables can be measured from inspection, testing, investigation, assessment. the effectiveness of local government financial management variables is measured by planning, implementation, reporting, accountability and supervision.
This research includes quantitative research. The population in this study is the Regional Apparatus Organization) within the Riau Province Government. The sampling technique used is a saturated sample so that the entire population is the sample in this study. Data measurement scale with Likert scale. The data that can be analyzed are 126 data. Data were analyzed using SEM-PLS with path analysis techniques through the WarpPLS version 6.0 application.
The results of this study indicate that human resource competence and functional supervision have a significant and significant effect on the effectiveness of regional financial management and the financial performance of regional apparatus organizations. The effectiveness of regional financial management variables, it can mediate the relationship between human resource competence and functional supervision on the financial performance of regional apparatus organizations
