This research aims to determine the influence of Locus of Control, Organizational Commitment, Professional Commitment, and Level of Seriousness of Violations on Intention to Conduct Whistleblowing (empirical study at Pekanbaru City OPD). The data collection method in this research is the purposive sampling method. This research uses primary data by distributing questionnaires to 99 respondents from 33 OPDs in Pekanbaru City. Data analysis was carried out using descriptive statistics, validity tests, reliability tests, classical assumption tests, and multiple linear regression analysis. The research results show that Intention to Whistleblowing is influenced by Locus of Control, Organizational Commitment, Professional Commitment, and Seriousness of the Violation. Based on the results of the t-test, the significance value is 0.29 for locus of control, the significance value is 0.34 for organizational commitment, the significance value is
0.39 for professional commitment, and the significance value is 0.29 for the seriousness of the violation. The research results also show that the adjusted R square is 0.626, which explains that the influence of each independent variable on the dependent variable is 62.6%, while the remaining 37.4% is influenced by other variables not included in this research model.
