Analisis Konflik Tenurial Dan Upaya Penyelesaiannya Pada Kawasan Hutan Dengan Tujuan Khusus Kepau Jaya Kecamatan Siak Hulu Kabupaten Kampar Provinsi Riau
ABSTRACT
Tenure conflicts are complex issues that occur in various forest areas in Indonesia,
including in the Kepau Jaya Special Purpose Forest Area (KHDTK) in Siak Hulu
Subdistrict, Kampar Regency, Riau Province. This study aims to identify the
typology of land tenure conflicts, determine the factors causing land tenure
conflicts, and analyze land tenure resolution efforts in the Kepau Jaya KHDTK.
The study uses a qualitative approach. Data was collected through in-depth
interviews, participatory observation, and document analysis. The results of the
study indicate that the conflict is open, highly intense, and involves many actors
from the Kepau Jaya Village community, PT. Central Lubuk Sawit, and the
Kampar Social Forestry Office. The main triggering factors include the unclear
legal status of the area, the issuance of Land Ownership Certificates (SHM)
without the release of the area, and weak law enforcement. Resolution efforts
include legal channels, mediation, and partnerships through the formation of
forest farmer groups. However, as of 2025, the conflict remains unresolved.
