Problem of poorness represent one of the elementary problem becoming governmental cynosure in which state even also. To overcome the poorness specially in area Riau, hence released by policy of micro economic activities through the Operating Funds Rural/Urban Economic Enterprises managed by the Village/Village-Saving and Loans (UED/K-SP). In this research, researcher do the research at glorious UED-SP Tualang in glorious countryside Tualang of district of Tualang of sub-province Siak. The form of empowerment that made the provinsion of venture capital. However, the actuating of empowerment that do not well targeted, not even out capital provided to the poor and tahe poor have not been able to community empower.
From the above indicators of problems can be formulated as to how the analysis of the actuating of the UED-SP function in empowering the poor inTualangJaya village Tualang district Siak regency and the factors that affect the actuating of the functions UED-SP in empowering poor communities. The purpose of this study to analyze the actuating of the UED-SP function in empowering the poor in Tualang Jaya village Tualang district Siak regency and to determine the factors that affect actuating UED-SP function in empowering poor communities. To analyze the problems the author uses the theory Edi Suharto which in the empowerment using the Empowerment Strategies 5P : 1). possibility, 2). reinforcement, 3). protection,4).advocate and 5). maintenance. Believe qualitative research methods with techniques of observation and interviews with key informants as key informants and snowball sampling in determining motode informants aftershocks.
These results indicate that the actuating of the UED-SP function in empowering the poor in TualangJaya village Tualang district has not done well. The empowerment that do still right on target, there are poor people who have not been helped by UED-SP, the poor economy is still low and should be considered as well as receive assistance UED-SP in order to create welfare.
