Efektifitas Penggunaan Dana Reses Anggota Dewan Perwakilan Rakyat Daerah (DPRD) Kota Pekanbaru Dalam Menyerap Aspirasi Masyarakat
The recess activity of members of the Pekanbaru City Regional Representative Council (DPRD) is the obligation of DPRD members to absorb and collect constituent aspirations through regular work visits, accommodate and follow up on community aspirations and complaints and provide moral and political accountability to constituents in their constituency.
This study aims to determine the effectiveness of the use of recess funds that have been issued by the local government for recess activities of members of the Pekanbaru City DPRD in absorbing the aspirations of the community considering the large amount of funds spent for one recess session as well as knowing the inhibiting factors in achieving the effectiveness of recess activities. This type of research is qualitative with a phenomenological approach and descriptive nature.
The results of the study found that the effectiveness of using recess funds for members of the Pekanbaru City DPRD was not yet effective. Because of the 6 criteria for measuring the effectiveness of the use of funds, according to Makmur, there are still unfulfilled criteria. As well as the inhibiting factors for recess activities, namely the lack of public political education, recess activities that are only routine in nature not based on needs and the limited budget of local governments in realizing the results of the recess.
