This research is motivated by the low performance achievements and the insufficient number of technical personnel for planning, research and assessment at the Regional Development Planning Agency of Rokan Hulu Regency. The implementation of development planning is often not on time. There is still no availability of systematic and accurate development data, which creates obstacles in development planning. The low competence of the apparatus is clearly shown by the low ability to carry out job duties and positions. Every ASN employee has the right and opportunity for competency development, government agencies are required to prepare an annual competency development plan as outlined in the agency's annual work plan.
The purpose of this study is to explain the efforts to develop the competence of planning apparatus in the Regional Development Planning Agency of Rokan Hulu Regency and to analyze the inhibiting factors of competency development in the Regional Development Planning Agency of Rokan Hulu Regency. The type of research chosen is qualitative research with a descriptive case study approach. The data collection technique is done through interviews, observation, and documentation.This study determined research informants as a source of information to obtain the required data. Informants in this study are people who know the research problem in depth. The number of informants in this study were 10 people.
The results of the study found that the development of the planning apparatus competence in the Regional Development Planning Agency of Rokan Hulu Regency in terms of the criteria for planning, training, assessment, and job-oriented competency development was not optimal. The inhibiting factors are coordination and outreach between agencies related to competency development that has not been going well and the limited budget that is owned by the Rokan Hulu Regency Government.
