Tata Kelola Aparatur Pemerintah Kabupaten Kampar Pasca Peralihan Ke Pemerintah Pusat
This research is motivated various problems encountered by the ASN Kampar Post-Transition Into KB Extension of the Central Government in particular, the management of which there are dualism KB Extension is BKKBN as Parent and DPPKBP3A agencies, which also regulates the presence OPD KB Extension.
The purpose of this research is to find out how the governance of the apparatus of Kampar Regency after the transition to the central government, especially family planning extension workers and to identify the obstacles that occur in the management of family planning instructors and the efforts made to overcome these obstacles.
This study uses a qualitative descriptive research method approach. The primary data obtained directly through interviews of informants Acting Chief Representative of BKKBN Riau as the central institution, the Head of Division and the Chief Representative Subbid in the BKKBN, the Head and the Secretary DPPKBP3A, Head of Division and Head of Section and Head of the subsections in DPPKBP3A.
The results of this study indicate that the management of human resources, especially KB Extension Officers in Kampar Regency has been running with the issuance of the Head of BKKBN Regulation No. 5 of 2018 concerning Management of Family Planning Extension Functional Positions, however, there are several factors that affect this governance including communication, human resources, employee mutations. Communication is hampered due to the lack of socialization of the existence of the BKKBN Head Regulation, lack of understanding of employees at the executive level in implementing the BKKBN Head Regulation relating to its main duties and functions..
