This research is motivated because transportation is the most important requirement in human life. Even transportation is often associated with the lifeblood of the economy. Transportation itself is an activity / activity to move people or goods from one place to another by using human or machine driving force. Then along with the progress of the times and the development of Science and Technology, transportation is transformed by using an online system that can be accessed via a smartphone or smart phone supported by an internet network so that transportation is now very accessible and fast. This is in line with the benchmarks of transportation services which adhere to the principles of cheap, fast, safe and comfortable. Therefore, many modern people now switch to using online transportation services because it is easy, practical and reliable compared to using conventional transportation, which still needs to be improved in terms of services and accessibility. However, with the development of online transportation in today's modern society, which makes them more practical in choosing the mode of transportation, it turns out that the emergence of online transportation has led to pros and cons as well as several rejections in various regions in Indonesia, including in Pekanbaru City. This is due to the many problems that arise as a result of the emergence of Online Transportation which has operated in Indonesia, for example: tariff issues, the domicile area must be in the form of an Indonesian legal entity, has access to digital dashboards, insurance, and so on. Therefore, the Government through the Ministry of Transportation issued a policy that regulates the management of Online Transportation in Indonesia, namely in the form of Regulation of the Minister of Transportation Number 118 concerning the Implementation of Special Rental Transportation. So that the authors feel interested in raising the title "Implementation of Minister of Transportation Regulation Number 118 of 2018 concerning the Implementation of Special Rental Transportation (Case Study: Online Transportation in Pekanbaru City) in this thesis research. The purpose of this study is to analyze the implementation of PM 118 of 2018 concerning the Implementation of Special Rental Transportation in Pekanbaru City, as well as to analyze the obstacles in the Implementation of PM 118 of 2018 concerning the Implementation of Special Rental Transportation in Pekanbaru City. This study uses a qualitative descriptive research method approach. Primary data is obtained directly through interviews from informants, namely the head of the technical section of land transportation facilities, the head of the Pekanbaru city organda, and the head of PT. Perawang Rental Nusantara. The results of this study indicate that the implementation of policies from the minister of transportation regulation no. 118 of 2018 concerning the implementation of Special Rental Transportation in Pekanbaru City has been going well. This can be seen from the communication factor which form of

delivery is carried out, namely through socialization so that the object of Implementation can know the Policy clearly and efficiently. Then, when viewed from the Disposition factor, the Riau Province Transportation Agency as the policy implementer has responded positively to this policy. In addition, a responsive and accommodating attitude in terms of services and through the willingness to accommodate aspirations and resolve problems that occur between Online Transportation and Conventional Transportation has also been carried out by the Riau Province Transportation Agency. Even if it is viewed from the resource factor and the Bureaucratic Structure factor, it has not run optimally due to the limited quality and quantity of Human Resources (HR) owned and has not maximally implemented the existing Standard Operating Procedures (SOP) because it still refers to the old regulations and divided focus staff with other work matters in the absence of a special team assigned to handle this Online Transportation problem. Furthermore, the obstacles or obstacles faced by the implementation of the Minister of Transportation Regulation Number 118 of 2018 are the problem of limited quality and quantity of existing human resources because it is still far from ideal and proportional in terms of the number of human resources and the educational background of available human resources is still low. Besides that, the Riau Province Transportation Agency has not maximally implemented the existing Standard Operating Procedures (SOP), because the SOP still refers to the old regulations and there is no special team assigned to handle this online transportation problem so that the focus of work is divided because it has to taking care of other work matters is also an obstacle and obstacle in the implementation of the Policy Implementation Policy for the Minister of Transportation's Regulation plus the lack of non-physical facilities owned by the Riau Province Transportation Agency because it still does not have a tool for detection and at the same time distinguishing which vehicles are part of Online Transportation and which private vehicles making it difficult to monitor, supervise and take action in the field which of course is also an obstacle or obstacle factor in implementing the policy of the Minister of Transportation Regulation Number: 118 of 2018 concerning Operators raan Special rental transportation in Pekanbaru City.
