Evaluasi Program Pembinaan Dan Penyuluhan Pertanian Di Unit Pelaksana Teknis Badan Penyuluhan Pertanian (Uptb-Pp) Kampung Kemuning Muda Kecamatan Bungaraya Kabupaten Siak Tahun 2019

Based on MOA 50/2012, agricultural areas are a combination of agricultural
centers that are functionally related both in terms of natural resources, socio-culture, and
infrastructure, in such a way as to meet the minimum area of economies of scale and the
effectiveness of regional development management. The evaluation is included in the
implementation of agricultural area development in the agricultural area development
program. Siak Regency is one of the seventh largest rice producing districts in Riau with
production reaching 8,738 tons. The largest rice production center in Siak Regency is in
Bungaraya District. This study aims to describe the evaluation of agricultural guidance
and counseling programs in Bungaraya District, Siak Regency in 2019.
This research method uses descriptive qualitative method, by making informent as
the main data source of this research. This research shows that the success in evaluating
the policy of the extension and coaching program carried out by UPTB PP Bungaraya
Subdistrict together with related agencies, still encounters several obstacles, these internal
and external obstacles come from the farmers / farmer groups themselves. Of the many
farmer groups in Kemuning Muda Village, not all farmers play an active role in
participating in extension and guidance programs, there are still farmers who do not want
to participate in the UPTB-PP program in Kemuning Muda Village, Bungaraya
Subdistrict, Siak Regency, whereas, all The government has provided facilities and
infrastructure for agricultural activities, ranging from seeds, fertilizers, agricultural
equipment, and capital.
