This research is motivated by the government's efforts to improve population administration
services in Pekanbaru City through the implementation of digital technology, specifically the
Digital Population Identity application (IKD). With the rapid development of information
technology, digital governance becomes crucial for creating more efficient and transparent
public services.
The study aims to analyze the implementation of digital governance in the context of
population administration services provided by the IKD application, as well as to identify the
challenges faced in its implementation. This research utilizes Welchman's digital governance
theory, which outlines three criteria: digital strategy, digital policy, and digital standard. A
qualitative method with a case study approach is employed to provide a detailed description
of specific phenomena or situations in context. Data collection techniques include interviews,
observations, and documentation.
The results indicate that the IKD application has successfully improved accessibility and
efficiency in population administration services. A total of 103,697 individuals have activated
this application since its launch, reflecting public interest in digital services. However,
significant challenges still arise, such as the low understanding of digital technology among
the public, limited accessibility for certain groups, and a reliance on physical ID cards, which
many still find more practical. Furthermore, this research reveals that the IKD application lacks
a separate vision and mission, resulting in a lack of public understanding regarding its longterm
objectives. Without clear guidance, the socialization and education conducted by the
Population and Civil Registration Office (Disdukcapil) are not fully effective in encouraging the
public to transition to the digital system. Overall, this study provides deep insights into the
implementation of digital governance in Pekanbaru City and the challenges faced. It is hoped
that with appropriate improvement measures, the IKD application can function optimally and
enhance the quality of public services and public satisfaction.
