The Kepau Jaya Special Purpose Forest (KHDTK) has experienced problems covering ecological, economic, socio-cultural and institutional legal aspects. Problems in the Kepau Jaya KHDTK include land conversion into oil palm plantations carried out by communities and companies and land conversion into residential areas.
This research aims to analyze the existing conditions of Kepau Jaya KHDTK, the level of management sustainability and formulate a draft strategy for sustainable management of Kepau Jaya KHDTK. This research is expected to be a consideration for the government and stakeholders in formulating policies in the management of KHDTK Kepau Jaya. Data collection methods consist of field surveys, interviews and literature studies with analysis techniques in the form of descriptive analysis and MDS analysis using Rap-SPFA software.
The results showed that the existing condition of KHDTK Kepau Jaya from the ecological aspect has experienced a lot of damage and land conversion activities amounting to 90% of the total area has become oil palm plantations and settlements with a dimensional sustainability index value of 39.32. The condition of the economic aspect is also in a less sustainable condition with an index value of 39.19 with the condition of community income which is still below the minimum wage value of Kampar Regency. Socio-cultural conditions are classified in a fairly good category with a sustainability index value of 68.03, and community conditions that do not have conflicts in land use. Furthermore, the condition of the legal and institutional dimensions is in a less sustainable condition with a sustainability index value of 45.19, this condition occurs because of the community's disobedience to existing laws, in this case it is clearly seen from the community-owned plantations that enter the Kepau Jaya KHDTK area.
The sustainability value of the four dimensions is 49.56 with a less sustainable category. Thus, to determine the design of a sustainable management strategy for KHDTK Kepau Jaya, it is necessary to consider the four dimensions and the conditions of the lever attributes in each dimension. The design strategy produced in the sustainable management of KHDTK Kepau Jaya is in the form of strengthening the economy based on non-timber forest products and community sustainability innovation, strengthening institutions and optimal public involvement, protection and utilization of forest areas sustainably, and strengthening the role and involvement of the community in management.
