Kajian Pengelolaan Kualitas Air Perusahaan Umum Daerah (Perumda) Air Minum Tirta Terubuk Di Pulau Bengkalis
Clean water is a basic need that is absolutely necessary to support human life. Perumda Air Minum Tirta Terubuk which operates in Bengkalis District has an important role in providing drinking water for the local community. However, the quality of the water produced faces various challenges, especially due to peat soil conditions that cause high levels of organic matter and water acidity.
This study aims to analyze the existing conditions, processing systems, distribution networks and quality of drinking water; analyze the impact of clean water provision on consumers; and formulate a water quality management strategy on Bengkalis Island. This study uses a quantitative approach through surveys, field observations, and laboratory tests on physical, chemical, and microbiological parameters (pH, turbidity, TDS, Total Coliform, and E. coli). Data analysis is carried out descriptively and SWOT to develop a management strategy.
The results of the study showed that although the processing system uses conventional methods (coagulation, flocculation, sedimentation, filtration, and disinfection), there are still water quality parameters that do not meet quality standards, namely in testing pH, Turbidity and E. coli parameters. The management strategy is focused on utilizing internal strengths and external opportunities, including through optimizing support from the Regional Government and national programs, utilizing human resources for public education, improving the performance of water quality processing and monitoring units, and establishing strategic cooperation between agencies by utilizing the low level of water loss to expand service coverage and improve distribution networks. This study provides strategic recommendations for improving the quality of drinking water services on Bengkalis Island.
