Strategi Pengendalian Kebakaran Hutan Dan Lahan Di Kabupaten Indragiri Hulu
Riau Province, which has a large area of forest and land, is one of the contributors to the recurrent forest and land fires that occur every year. One of the most severe districts is Indragiri Hulu Regency. Statistically, in the past year there were 91 forest fire disasters with a burned area of 578 hectares. The increase in the incidence of forest and land fires in Indragiri Hulu must be controlled. This aims to prevent and reduce the impact and losses caused by forest and land fires that occur.
This research was conducted in October 2024 - February 2025 in Indragiri Hulu Regency. The data used in this study come from primary and secondary data. Primary data presented comes from the results of questionnaires, interviews and direct observation in the field. Secondary data presented comes from supporting data from related agencies. The data analysis used is spatial analysis and SWOT analysis. Spatial analysis to identify the level of risk and vulnerability of forest and land fires. SWOT analysis is used to generate strategies for controlling forest and land fires by considering each strength, weakness, opportunity and threat factor.
The results show that the level of risk and vulnerability of forest and land fires that have a very high level are in the sub-districts of Rengat, West Rengat, Kuala Cenaku, Seberida and Batang Gangsal. While based on the level of vulnerability, the areas that have a very high level are the sub-districts of Rengat, West Rengat, Kuala Cenaku, Batang Gangsal, Siberida, Batang Cenaku, Rakit Kulim and Peranap. The factors that influence the incidence of forest and land fires come from internal factors such as age, education level, community understanding, ponds, land use change, and others which are divided into strengths and weaknesses. While external factors that influence forest and land fires in Indragiri Hulu include rainfall, reporting systems, roles and cooperation, supervision and programs of government or private agencies which are divided into threats and opportunities. The strategy formulated based on SWOT analysis shows the S - O (Strengths - Opportunities) strategy. This strategy can be applied by utilizing good technology and increasing socialization, education, supervision and sustainable programs for the community in order to divert activities that trigger forest and land fires and increase public awareness of the dangers and importance of controlling forest and land fires.
