Collaborative Governance Dalam Pengendalian Pencemaran Air Di Kota Dumai
The role and authority of the government, business actors and the
community in Dumai City in the context of water pollution control is regulated in
Government Regulation of the Republic of Indonesia Number 82 of 2001
concerning Water Quality Management and Water Pollution Control. The roles
and authorities that have been implemented should be a momentum to carry out
collaboration in water pollution control in Dumai City which can be realized in
the form of preparing a strategic program and can be followed by concrete
actions consistently and continuously to reduce water pollution in Dumai City.
This study aims to analyze the collaborative process of water pollution
control in Dumai City carried out by the Dumai City Environment Service,
business actors and the Dumai City community. Using qualitative research
methods and descriptive case study approaches, data collection techniques were
carried out through observation, interviews and documentation by purposive
sampling and analyzed interactively using Ansell and Gash theory.
The results of the study show that collaborative process of water
pollution control in Dumai City have not gone well. The inhibiting factors include
the limited competence of the State Civil Apparatus at the Dumai City
Environment Service, the low participation of business actors and the community
and the absence of strategic policies related to collaboration in water pollution
control. Efforts to improve collaborative governance in water pollution control in
Dumai City include increasing the competence of human resources at the Dumai
City Environmental Service through training and technical activities, providing
education related to collaboration in water pollution control to the community
continuously and consistently and providing incentives in the form of relief from
the obligation to pay taxes for business actors.
