In the current era of autonomy, development has begun at the lowest level of government, namely by starting at the village level. Village development needs to be a priority because each village has different problem characteristics, so that it can create negative characteristics for the village itself. Tanjung Bungo Village, Kampa District, Kampar Regency is a village that has a fairly high Regional Original Income (PAD). However, in its implementation there are still many obstacles, ranging from planning, implementation, to accountability. Several village fund priority programs are not in accordance with the needs of village communities, delays in disbursing village funds and there are village government apparatus resources who do not understand the guidelines for the use of village funds. The purpose of this research is to determine the implementation of the policy on the use of village funds and to find out the factors that support or hinder the implementation of the use of village funds in 2020 in Tanjung Bungo Village, Kampa District, Kampar Regency.
For this research, the type of research used is descriptive research with a qualitative approach, and for research informants determined by using purposive sampling and accidental sampling, which then selected 9 informants. While the data analysis technique consists of data collection, data reduction, data presentation, and drawing conclusions.
The results of research based on Edward III's theory show that the implementation or implementation of priority policies for the use of Village Funds in Tanjung Bungo Village has not been effective because there are still many obstacles, including poor communication between village government officials and local government, overlapping regulations, low quality of mentors. village, human resources in the village government are low. The lack of understanding of Human Resources has an impact on the disposition of implementers in realizing and implementing policies and so also in terms of the bureaucratic structure so that it is not in accordance with the SOP. And for the supporting factor for the application of the use of village funds in Tanjung Bungo Village is the increase in community participation from planning to utilizing the results of the development. itself by supervising the implementation of the use of the Village Fund until its implementation goes well. Meanwhile, the inhibiting factors for implementing the use of village funds in Tanjung Bungo Village are still overlapping regulations, low human resources, planning that does not meet priority needs, and supervision does not run effectively..
