Profesionalisme Aparatur Sipil Negara Dalam Implementasi Elektronic Planning Di Kota Dumai

E-Government in Regional Development Planning both Provincial and
Regency/City, with E-Planning is expected to provide convenience for all parties,
both the community and all stakeholders to access information as a reference for
participating and conducting supervision, can help build a positive attitude of
stakeholders and avoiding an a priori attitude towards development programs in
the regions due to limited information.
This study aims to determine the professionalism of the State Civil
Apparatus in the Implementation of Electronic Planning in Dumai City. And to
find out the factors that hinder the professionalism.
Professionalism according to Sedarmayanti (2017: 342) is a pillar that will place
the bureaucracy as an effective machine for the government and as a parameter
of the apparatus' skills in working well.
The data analysis used is descriptive, qualitative, data collection
techniques by observation, interviews (structured and in-depth to informants), and
documentation. The results showed that the State Civil Apparatus in Dumai City
in the Implementation of E-Planning) was still less professional. Judging from the
competencies that show the lack of knowledge of the apparatus related to EPlanning
technically and also from their educational qualifications, on the
effectiveness side, it shows the success of achieving the results of the Dumai City
development planning document which is still not effective, in terms of efficiency
it is also still not efficient due to timeliness. at the planning stage, while the
responsibility shows that the State Civil Apparatus (ASN) in the E-Planning is
already responsible for carrying out its duties and functions in accordance with
the applicable rules.
The factors that hinder professionalism are the placement of ASN in the EPlanning
Team not based on their educational qualifications and the lack of
Education and Training of State Civil Apparatus (ASN) for E-Planning.
