Evaluasi Kebijakan Kerjasama Operasional Pengoperasian Bandar Udara Pinang Kampai Kota Dumai

This research is motivated by a policy related to the operation of the airport
through the Operational Cooperation for the Operation of Pinang Kampai
Airport between the Dumai City Government and PT. Pelita Air Service.
However, the current operation is not as expected because the utilization of
existing facilities and infrastructure is still not optimal and the contribution to
regional revenue is not significant.
The purpose of this research is to evaluate the operational cooperation
policy for the operation of the Pinang Kampai Airport in Dumai City and what
are the inhibiting factors of the operation of Pinang Kampai Airport. The
research method approach is qualitative, which is carried out through the stages
of data reduction, data presentation or display and conclusions or data
verification. To obtain representative data, both primary and secondary data, the
researcher used several data collection techniques which included interviews,
observations, documentations and literature reviews.
The results of the policy evaluation research indicate that the operational
cooperation of Pinang Kampai Airport has not been maximized, where the airport
has not been supported by adequate human resources, the airport's facilities are
currently only able to serve narrow-body aircraft and the contribution to regional
revenue is not significant.
Meanwhile, the inhibiting factors of the operation of Pinang Kampai
Airport include: Human Resources (HR), facilities and infrastructure, and asset
ownership status of Pinang Kampai Airport.
The operation of Pinang Kampai Airport can be maintained on condition
that the facilities and infrastructure, aviation security and safety facilities must be
improved, or alternatively the airport assets are granted/handed over to the
central/regional government or a professional organization that specifically
manages airports.
