Policy Research Dalam Formulasi Kebijakan Identifikasi Calon Tokoh Sejarah Daerah Dan Perintis Kemerdekaan Serta Pahlawan Nasional Di Kota Dumai

The background of this research is that the various versions of stories
related to history circulating locally and recognized by the government but cannot
be found to be true.
The purpose of this study was to analyze and analyze the formulation of the
policy on the history of Indonesian independence in the city of Dumai and to identify
and analyze the factors that hindered the formulation of the policy on the history of
Indonesian independence in the city of Dumai. The type of research chosen is
qualitative research with a phenomenological approach. Qualitative studies are
research that focuses more on investigating and assessing natural phenomena that
occur in their overall complexity. Data collection techniques from this research are
interviews, observation and documentation. Informants in this study found 7 (seven)
people consisting of Civil Servants of the Dumai City Communication and
Information Office (Head of Service, Section Head, Section Head), Author of the
Book "Jejak Inheritance Buluh Bohal Negeri Bukit Batu", Members of the
Identification Team of Prospective Figures Regional History, Chair and Secretary
of the Community Group (Masyarakat Raja Laut) and community history activists
(Social Media Management Facebook Group "History of Dumai").
The results of this study found that the Pre-Independence History Policy
Formulation of the Republic of Indonesia in Dumai City was already running. This
is because it is seen from the 5 (five) stages of research proposed by Ann Majchrzak,
namely preparation, study conceptualization, analysis techniques,
recommendations and communication of study results. The results of this study also
found that the inhibiting factors in formulating the policy were the insufficient
quantity and qualification of the apparatus and the government budget scheduling
system.
