This research was conducted in Sungai Petai Tourism Village, Kampar Kiri Hilir District, Kampar Regency, Riau Province. The purpose of this study is to identify the forms of community participation in the development of Sungai Petai Tourism Village and to determine the factors that contribute to the decline in community participation. This study is based on the four stages of participation according to Cohen and Uphoff, as cited in Mulyadi. The findings of this research highlight various forms of community participation in the development of Sungai Petai Tourism Village. First, in the decision-making process, community members participate by attending weekly meetings and providing suggestions or opinions during discussions. Second, in the implementation phase, community participation includes mobilizing resources and funds in the form of labor, financial contributions, and materials, as well as engaging in administration and coordination. Third, in terms of benefiting from the tourism village, the community experiences an increase in income and an improvement in human resource quality. Fourth, in the evaluation phase, community members actively contribute to the development of the tourism village. However, several factors hinder community participation in the development of Sungai Petai Tourism Village. These include limited human resources (HR), lack of involvement from local communities, seasonal visitor patterns, and dependence on specific seasons.
