Rekrutmen Aparatur Sipil Negara (Asn) Dalam Kesamaan Kesempatan Bagi Penyandang Disabilitas Di Kota Pekanbaru
This research is motivated by the importance of the principle of equality and opportunity for persons with disabilities in the implementation of recruitment of the State Civil Apparatus (ASN), especially in Pekanbaru City. Although the government has issued an affirmative policy in the form of a special formation allocation of at least 2% as stipulated in Law Number 8 of 2016 concerning Persons with Disabilities and PAN-RB Ministerial Regulation Number 36 of 2018, its implementation at the regional level has not shown optimal results. The low participation rate of applicants from groups with disabilities is an indication of the gap between regulations and practices in the field. This research aims to examine the extent to which equality of opportunity has been realized through the ASN recruitment policy in Pekanbaru City, as well as identify inhibiting factors that affect the participation of persons with disabilities in the selection process. This research uses a qualitative method with a descriptive case study approach. Data collection techniques using interviews, observations and documentation of research informants from the BKPSDM Office of Pekanbaru City and ASN with disabilities. The results showed that the implementation of ASN recruitment for persons with disabilities in Pekanbaru City is still not running optimally and tends to be symbolic. Although affirmative formations have been provided, the participation of applicants from among people with disabilities is very low due to a number of obstacles. These inhibiting factors include the lack of direct socialization to the disability community, additional administrative requirements such as hospital certificates and daily activity videos, limited digital and physical accessibility, low self-confidence due to social stigma, and the absence of a post-placement monitoring and mentoring system. Therefore, a more holistic, sustainable, and reasonable accommodation-based recruitment policy reform is needed to realize inclusive equal employment opportunities for persons with disabilities.
