ABSTRACT
The 1945 Constitution of the Republic of Indonesia states that a good and healthy living environment is a human
right and constitutional right for every Indonesian citizen. According to Law Number 32 of 2009 concerning
Environmental Protection and Management, the State, entrepreneurs and all stakeholders are obliged to carry out
environmental protection and management in the implementation of sustainable development so that the
Indonesian environment can remain a source and support of life for the Indonesian people and other living
creatures. Much of the pollution and damage to the environment in Indonesia is carried out by companies, this
statement was also confirmed by the Sumatra Ecoregion Development Control Center (P3ES) which stated that
companies in Rokan Hulu that produce waste are the main factor in this occurrence. river water pollution around
the watershed means that an IPAL is needed which functions to accommodate and manage waste.
This research is normative legal research. This is based on library research which takes quotations from reading
books, or supporting books that are related to the problem to be researched. Additional data sources consisting of
primary, secondary and tertiary data are characteristic of this research. This research also uses qualitative data
analysis and produces descriptive data. From the results of the research and discussions carried out, several
conclusions were obtained, namely:
From the results of the research and discussion conducted, there are several conclusions obtained, namely: First,
the existing Tapung River watershed is the current environmental condition, which is the starting point for
consideration for future planning at a particular location, object, or system that includes water quality, the current
condition of the Tapung River is a change in color to cloudy and dark brownish, besides that many fish are dead.
Second, Supervision is a process to ensure whether a program is in accordance with what has been planned is the
task of monitoring (supervising), comparing, evaluating, and taking preventive and corrective and repressive
actions more technically and externally by the community. Judging from the problem of factory waste owned by
PTPN V Sei Tapung, this is not the first time it has happened, in mid-2012, it was reported that thousands of dead
fish floated in the Tapung River, allegedly due to poisoning from PTPN V palm oil factory waste that was dumped
into the river, as a result of the waste, residents who use river water every day for bathing and washing can no
longer use river water. Based on information from the local community that "PTPN V Sei Tapung Tandun District has
paid a fine of 200 million to the community. Third, efforts to prevent water pollution caused by industrial activities.
In the steps to control the negative impacts of development and industrial waste, the government can implement
wastewater user control, solid waste management, and reduction of hazardous material use, waste disposal
methods must comply with liquid waste disposal permit standards. The Environmental Service's strategy to
overcome environmental pollution and damage involves various actions that include controlling water source
pollution, handling industrial waste, and implementing the environmental quality index (IKLH) as an assessment
tool. These efforts involve cooperation with various parties including industry, society, and related agencies.
