Penegakan Hukum Tindak Pidana Narkotika Di Wilayah Hukum Kepolisian Resor Kuantan Singingi
ABSTRACT
Narcotics crime is a form of extraordinary crime that has a
multidimensional impact, both from the legal, social, economic and public health
aspects. In Indonesia, including in the jurisdiction of the Kuantan Singingi Resort
Police, cases of drug abuse and illicit trafficking have increased significantly in
recent years. This surge in cases reflects that the problem of narcotics is
increasingly complex and requires serious and sustainable handling from law
enforcement officials. This study aims to analyze how law enforcement against
narcotics crimes is carried out by the Kuantan Singingi Resort Police, as well as to
identify the obstacles faced and efforts that have been made in the law
enforcement process.
This research is included in the type of empirical sociological legal
research, which is research that aims to know and understand how the law works
in social reality. The research location is in Kuantan Singingi Regency with
research subjects including law enforcement officials and other parties directly
involved in handling narcotics cases. Data collection techniques were conducted
through in-depth interviews and analysis of primary and secondary data.
The results showed that law enforcement against narcotics crimes in this
area refers to Law Number 35 of 2009 concerning Narcotics, which is applied
through two approaches, namely penal (through criminal sanctions against
perpetrators) and non-penal (through preventive efforts such as socialization and
education to the community). Although the police have carried out their duties
optimally, the effectiveness of law enforcement is still hampered by several major
obstacles, including the vast legal area that must be monitored, the limited number
of investigating personnel, and the low level of community participation in
providing information or reporting narcotics crimes. These obstacles are real
challenges that must be faced by law enforcement officials in the effort to
eradicate narcotics.
The conclusion of this study is that although law enforcement officials
have made various efforts, both repressive and preventive, the results have not
shown a significant decrease in the number of narcotics cases. Therefore, a more
effective and comprehensive strategy is needed, including increasing the number
of personnel, optimizing cooperation with the community, and guaranteeing
protection for reporters so that people are not afraid to provide information.
Synergy between law enforcement and the community is needed to create a drugfree
environment.
