Penegakan Hukum Tindak Pidana Penyalahgunaan Narkotika Oleh Badan Narkotika Nasional Kabupaten Pelalawan
ABSTRACT Drug abuse is a serious problem that threatens the younger generation and social order, including in Pelalawan Regency, Riau Province. The high incidence of drug abuse in this region is influenced by its strategic yet vulnerable geographic location for illicit trafficking, as well as the low level of legal awareness among the community. The National Narcotics Agency of Pelalawan Regency (BNNK Pelalawan), as the authorized institution, plays a crucial role in law enforcement against drug-related criminal acts. This study aims to analyze the legal efforts carried out by BNNK Pelalawan, both preventive and repressive, and to identify the factors that influence the effectiveness of law enforcement based on Soerjono Soekanto’s theory of legal effectiveness. This research employs an empirical juridical approach with a descriptive-analytical specification. Primary data were obtained through interviews with BNNK Pelalawan officers and questionnaires distributed to the local community. Secondary data were collected through literature review, relevant legislation, and official documents from BNNK. The data were analyzed qualitatively to describe and examine the implementation of law enforcement within the social and institutional context of Pelalawan Regency. The results show that BNNK Pelalawan has implemented law enforcement through school-based education, community outreach programs, rehabilitation services for drug users, and legal action against offenders. However, the effectiveness of these efforts is still hindered by limited personnel, insufficient operational funding, low community participation in reporting, and the strong influence of drug trafficking networks. According to Soerjono Soekanto’s theory, the effectiveness of law enforcement in this region is influenced by legal substance, law enforcement officers, supporting infrastructure, public participation, and legal culture, all of which require continuous improvement and synergy.
