This study is motivated by the importance of collaboration among
stakeholders in the development of Tourism Villages, involving the Village
Government, the Tourism Office, the Tourism Awareness Group (Pokdarwis), local
communities, and the private sector. The Rantau Langsat Tourism Village in
Batang Gansal District, Indragiri Hulu Regency, this study uses the Collaborative
Governance theory by Ansell and Gash (2008).
The main objective of this study is to analyze the collaborative process
among stakeholders in the development of the Rantau Langsat Tourism Village,
using the Collaborative Governance theory. This study aims to identify key elements
in the collaboration process, such as face-to-face dialogue, trust-building,
commitment to the process, shared understanding, and intermediate results.
The results of the study indicate that, although collaboration among
stakeholders in the Rantau Langsat Tourism Village has addressed several key
elements of the Collaborative Governance theory, significant challenges still hinder
its effectiveness. Face-to-face dialogue, which should be a primary means of
building mutual understanding and trust among stakeholders, is limited to
unscheduled meetings. Trust-building has begun through the construction of
tourism facilities by the local government, but trust among stakeholders remains
uneven, and the community has not been fully involved in strategic decisionmaking.
Even though there is already a Tourism Village Decree, commitment to the
process must be supported through the active participation of all stakeholders.
These achievements indicate that, despite suboptimal collaboration, there has been
significant progress, suggesting the potential for further development if the
collaborative elements are strengthened. Therefore, it is necessary to establish
more structured and regularly scheduled dialogue forums and to enhance
stakeholder capacity to ensure more effective and sustainable collaboration.
