Implementasi Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2016 Mengenai Rencana Kebutuhan Barang Milik Daerah (Rkbmd) Pada Sekretariat Daerah Provinsi Riau Tahun 2023

The implementation of the Minister of Home Affairs Regulation Number 19 of 2016 regarding the regional property needs plan at the Riau Province Regional Secretariat has been executed; however, there are deficiencies in the preparation process. This phenomenon is attributable to the influence of multiple factors on its implementation, resulting in the inability to procure or maintain a regional property item. This disruption in the process of employee performance at the Secretariat is due to the necessity of the regional property. The objective of this study is to provide a comprehensive description of the implementation of the Minister of Home Affairs Regulation Number 19 of 2016 concerning the regional property needs plan at the Riau Province Regional Secretariat, along with an analysis of the factors that influence this implementation.
The theoretical framework employed is George Edward III's policy implementation theory, which identifies the factors that influence the success of policy implementation. These factors include communication, resources, disposition, and bureaucratic structure. This research method utilizes a qualitative approach, employing a descriptive strategy to meticulously document and analyze the phenomena under investigation through interviews, observations, and documentation.
The process of formulating a regional property needs plan encountered several impediments, including the failure to analyze new items that were damaged with sudden and unexpected frequency, abrupt revisions from bureaus within the regional Secretariat, and urgent requests from leaders that had not been previously assessed. Additionally, the process of requesting data from the Planning Section and the Activity Engineering Officer was found to be time-consuming. The findings of this research indicate that the implementation of the Regulation of the Minister of Home Affairs Number 19 of 2016 concerning the Regional Property Needs Plan at the Riau Provincial Regional Secretariat in 2023 has been executed, and the factors that influence it have been identified and addressed.
