Perencanaan Strategis Sistem Informasi Menggunakan Metode Tozer Pada Dinas Komunikasi Informatika Dan Statistik Provinsi Riau

The rapid advancement of information technology had encouraged organizations, including government agencies, to design well-directed information system strategies to optimally support business processes and public services. Strategic planning of information system at Diskominfotik of Riau Province used the Tozer Method, supported by analytical tools such as SWOT, PEST, Value Chain, CSF, and McFarlan Strategic Grid it aimed to aligned IS/IT implementation with the organization’s needs to achieved organization’s goals. The research adopted a qualitative approach through literature reviews and interviews to explore business needs and evaluated the existing IS/IT conditions. The study resulted in a five-year portfolio IS/IT implementation, spanning from 2025 to 2029. This portfolio included recommendations for the development of new applications as well as the enhancement of existing systems. The proposed strategies are prioritized based on organizational needs and resource readiness. It can be concluded that the Tozer Methodology had been successfully applied to formulate IS/IT strategies that support the improvement of business processes at the Department of Communication, Informatics, and Statistics of Riau Province.
