The Immigration Office Class I TPI Pekanbaru is a government agency that provides public services in the field of immigration. As a public service institution, maintaining a positive image is crucial to sustaining public trust. The Community Satisfaction Index (IKM) survey shows good results; however, complaints still exist regarding long queues, limited services, and the public’s lack of understanding of immigration procedures. This condition reflects a gap between survey data and direct experiences in the field, which potentially affects the institution’s image. This study aims to examine the implementation of Public Relations management at the Immigration Office Class I TPI Pekanbaru in maintaining its image, based on the concepts of Scott M. Cutlip, Allen H. Center, and Glen M. Broom.
This research employs a descriptive qualitative method. The study was conducted at the Immigration Office Class I TPI Pekanbaru. The research subjects consisted of 7 individuals, including 4 employees from the Immigration Information and Communication Technology Section (TIKIM) and 3 immigration service applicants, selected using purposive sampling. Data collection techniques included interviews, observations, and documentation, with data analysis using the Miles and Huberman interactive model. Data validity was ensured through source triangulation.
The results indicate that Public Relations management is carried out through four stages: defining problems by identifying public service issues such as long queues, limited resources, and challenges in using digital applications; systematic program planning by developing communication strategies based on community needs; program implementation through a combination of direct communication and the use of digital media; and routine and flexible program evaluation via IKM surveys, social media monitoring, and public complaints. Overall, Public Relations management at the Immigration Office Class I TPI Pekanbaru has been conducted in a structured and responsive manner, successfully maintaining the institution’s positive image through communication strategies that adapt to public needs and technological developments.
