Analisis Dampak Hilangnya Pendapatan Pengendara Bermotor Akibat Kemacetan Di Kota Pekanbaru Dengan Pendekatan Willingness To Accept (Wta)

ABSTRACT
This study aims to estimate the economic losses due to traffic congestion in Pekanbaru City, in terms of fuel expenditure (BBM), loss of income, and the Willingness to Accept (WTA) value of motorists. The research approach used is descriptive quantitative with an infinite population and a sample size of 150 respondents obtained through the Cochran formula. Data collection was done through questionnaires with convenience sampling technique. The analytical tools used include comparison of fuel expenditure when traffic jams and not traffic jams, estimation of income losses based on productive time lost, and the Contingent Valuation Method (CVM) approach to assess the value of WTA. The results showed that economic losses due to fuel wastage reached Rp1,379,752,581,525.00 per year or equivalent to 0.81% of the total GRDP of Pekanbaru City in 2024. The estimated loss of income due to wasted productive time reached Rp2,871,824,868,480 per year. Meanwhile, the total WTA value of motorists against congestion is estimated at Rp4,493,955,747,016.68 per year. This loss value if divided evenly is equivalent to around Rp11.9 million per resident per year, or almost 8.1% of the per capita income of Pekanbaru City in 2024.
