The problems found in the learning process are low motivation and learning outcomes of students. Factors that influence it are because the material is difficult and abstract for students to understand such as fluid material, the unattractive learning media used by teachers in teaching fluid material and the lack of active involvement of students in the learning process. Therefore, alternative learning media solutions are needed that can increase student motivation and learning outcomes, namely fluid material by developing fluid e-modules that can increase student motivation and cognitive learning outcomes.
This study aims to design and develop a fluid e-module using the Problem Based Learning (PBL) learning model, then a validation test and a practicality test are carried out, the next step is to test the effectiveness of the e-module so that through this e-module it can improve students' motivation and cognitive learning outcomes in fluid material. The benefits provided include: increased learning motivation and cognitive learning outcomes of students, the application of e-modules as an alternative for teachers and schools in physics learning which also has an impact on the quality of education in a country, and as one of the reference materials for other researchers in improving the quality of science learning such as physics.
The type of research applied is a combination of development and experiment. Development uses the ADDIE type Instructional Design model with the stages of analyze, design, development, implementation, and evaluation. The e-module was validated by 3 validators using a validity assessment sheet, and its practicality was tested by 3 teachers and 30 students using a practicality assessment sheet. The type of experiment used was a quasi-experiment (Quasi Experimental) with a research design of Posttest Only, Nonequivalent Control Group Design. The population in this study included students in grades XI.1 and XI.4 at SMA Negeri 4 Bagan Sinembah with 2 samples, namely the experimental class and the control class. The experimental class was given treatment in the form of a fluid physics e-module using the PBL model in the learning process, while the control class was only given a learning process using printed books available at the school. After the material was taught, students were given a learning motivation questionnaire and a cognitive posttest. Research data in the form of posttest results were processed quantitatively and displayed in graphs to see the level of learning motivation and cognitive learning outcomes of students. The differences in learning

motivation and cognitive learning outcomes between the experimental class and the control class were analyzed using the Mann Whitney test.
The results of the study showed that the fluid physics e-module with the Problem Based Learning (PBL) model was declared valid or feasible by the validator with an average score of 3.71; 3.55; and 3.55. Teachers as practitioners stated that the e-module was very good with an average score of 3.47. Students also stated that the e-module was very good with an average score of 3.70. The results of the study descriptively showed that the experimental class had a higher average score of learning motivation and cognitive learning outcomes compared to the control class.
