ABSTRACT
Mass brawls are a form of violence involving a group of people engaged in physical or verbal conflict in public spaces or other locations. Activities related to mass brawls often involve groups of teenagers or young people engaged in inter-group disputes, often related to territorial, ethnic, religious differences, or other issues that can trigger conflict. The causes of mass brawls can vary, but some common factors that can trigger clashes between groups include territorial or regional differences, inter-ethnic or religious conflicts, disputes between different youth or teenage groups, or even personal conflicts that escalate into wider issues.
Typically, mass brawls among teenagers start from very trivial matters. They can stem from a match or concert that ends in chaos, jostling on a bus, teasing each other, competition over a girl, or even often just staring at each other among students, and comments deemed playful can initiate a mass brawl, as they perceive it as a challenge. And there are many other reasons as well. In addition to spontaneous reasons, there are also mass brawls among students that have become a tradition.
This study aims to analyze the enforcement of law concerning the act of mass brawls among adolescents within the jurisdiction of the North Sumatra Police Department. Utilizing the theoretical frameworks of law enforcement and legal reform, the research identifies various obstacles impacting the effectiveness of legal enforcement, including regulatory deficiencies, social dynamics, and challenges in implementation at the field level. Through qualitative methods involving interviews, document analysis, and direct observation.
The findings reveal that although law enforcement agencies have applied fundamental principles of legal reform theory, significant challenges remain in enhancing community participation, institutional reforms, and social culture change. The results indicate the necessity for the formulation of specific, targeted regulations addressing adolescent mass brawls, as well as strengthening cross-sector collaboration to prevent and manage youth violence effectively.
It is recommended that these policies receive support from legislative bodies and related stakeholders to ensure sustainable implementation aimed at both preventive and repressive measures. Ultimately, this research aspires to contribute to improving law enforcement effectiveness, reducing youth violence, and fostering a more humanist, just, and sustainable social environment in North Sumatra.
