COMMUNICATIONS AND INFORMATION CITY OF DUMAI

The COVID-19 pandemic has had a negative impact on MSMEs. Meanwhile, MSMEs are the most important pillars in the Indonesian economy. The number of MSMEs in Indonesia is 64.19 million, of which the composition of Micro and Small Enterprises is very dominant, namely 64.13 million or around 99.92% of the entire business sector. According to the release of the Katadata Insight Center (KIC), the majority of MSMEs (82.9%) felt the negative impact of this pandemic and only a small portion (5.9%) experienced positive growth. With this, the Dumai city government through the Dumai City Communication and Information Office is also moving to release a program called "Diskominfo support MSMEs". This study aims to determine the diffusion process and the stages of adoption of innovation programs for micro, small and medium enterprises through the social media of the Dumai City Communication and Information Office.
This study uses a qualitative approach with a descriptive method. The technique of determining the research subject uses a purposive technique. In this study there were 8 informants. The data collection techniques used were interviews, observation, and documentation. Miles and Huberman's interactive data analysis technique. To achieve the validity of the data in this study, the researchers used extended participation and triangulation.
The results of the study show that the diffusion process for the Diskominfo Support MSME program innovation has been going well. By going through the 4 basic elements of the diffusion of innovation, namely innovation, communication channels, time period, to members of the social system. The process of adopting the innovation of the MSME Diskominfo Support program is in accordance with the adopter stages according to Rogers, namely the stages of knowledge, persuasion, decision making, implementation, to the stabilization stage. The Diskominfo Support MSME program is very useful for MSME actors, but in terms of socialization it still needs to be improved so that the program is known with a wider scope.
