ABSTRACT

Riau, there were cost shifts and schedule delays caused by slow decision making, funding constraints and design issues resulting in 4 Contract Change Orders (CCO). At week 52, which coincided with the end of the project implementation plan, the work realization only reached 45.54% with a deviation of -54.45%. In December 2022 the project entered into period I of the contract declared critical. This happened because in the work progress plan 0-70% of the contract there was a deviation of -11.18% or the difference in delay was greater than 10%. Then in April 2023, the project entered period II of the contract declared critical because the difference in delay was greater than 5% in the project progress plan 70-100% of the contract. The work progress plan in April was 76.94% and the realization was 26.46% so that the deviation that occurred was -50.48%. This delay is largely due to changes and additional work items. Therefore, cost and time evaluation is needed to measure and monitor so that the project can run according to the planned budget and schedule. The purpose of this study is to calculate the cost performance index and time index of project implementation and calculate the estimated cost and time required to complete the project using Earned Value Analysis. The data used in this study are data on the duration of work that has been carried out. The data used in this study is data on the duration of work that has been carried out for 91 weeks on the CWR-02 Physical Work Project at Riau University.. Based on the calculation, the BCWS value is Rp45.900.623.063, BWCP is Rp17.067.491.130 and ACWP is Rp32.334.690.457. Then the CPI and SPI values are obtained
