ABSTRACT
This study aims to analyze the level of development inequality in the district/city with
the expansion of Bengkalis, and analyze the classification of the district/city with the
expansion of Bengkalis using Klassen typology. This study uses a descriptive method
by calculating the Williamson Index, Theil Index and Klassen Typology which is
divided into 2 periods, namely the first period (2010-2014) and the second period
(2015-2019). The results of this study indicate that the district/city development
inequality as measured by the Williamson Index is at a high level. The results of the
measurement of development inequality using the Theil Index show that development
inequality in the district/city with the expansion of Bengkalis is at a low level. The
results of the regional classification using Klassen typology showed that Bengkalis,
Siak, and Rokan Hilir districts in both periods were classified as developed but
depressed areas, Meranti Islands district in both periods were classified as
developing areas, Dumai city in the first period was classified as underdeveloped
