This research is motivated by the urban village budget allocation policy that
has been implemented since 2019 as instructed in the law on local government. This
policy aims to finance the development of urban village facilities and infrastructure
and community empowerment in the village which is expected to improve the
welfare of the community through activities that are fully managed together with
the village community.
The purpose of this research is to find out the implementation of Minister of
Home Affairs regulations number 130 of 2018 regarding Urban Village Facilities
and Infrastructure Development and Community Empowerment activities in urban
village in Medang Kampai District and identify factors that become obstacles in
implementing the policy. This study uses a qualitative descriptive research method
approach. Primary data were obtained directly through interviews with informants,
namely Urban village Apparatus, Camat, Head of Bappeda, BPKAD, LPMK and
the Community.
The results of this study indicate that in the implementation of the policy
there are still obstacles that hinder the implementation process, where the lack of
socialization and technical guidance is the main factor that hinders fluency in
policy implementation.
