Inovasi Sistem Pemantauan Kebakaran Hutan Dan Lahan (Si Peka) Di Kecamatan Dumai Barat Kota Dumai
In the context of implementing one of the tasks and functions of the
District, especially the Sub-District Security and Order Section as stated in
Perwako Number 72 of 2016 concerning Position, Organizational Structure,
Duties and Functions and Working Procedures of District and Sub-District and to
increase the effectiveness of forest and land fire prevention in the West Dumai
District which has become an annual problem in the region, therefore, the West
Dumai District Government modified and replicated innovations in the forest and
land fire early detection system called SI PEKA (Forest and Land Fire
Monitoring System), SI PEKA functions as an early detection tool for forest and
land fires that utilizes hotspot data from satellite monitoring and analyzes the
situation. and the potential in the area around the forest and land fires location in
accordance with the need with a Geographic Information System (GIS) for more
controlled, fast, precise and accurate handling of forest and land fires so as to
minimize the expansion of fire spread and reduce the adverse impacts and losses
caused.
The purpose of this study is to describe the SI PEKA innovation as
measured by using the theory of key success factors of public sector innovation by
Bugge et.all, namely Governance and innovation, sources of the ideas for
innovation, innovation culture, capabilities and tools, objectivies, outcomes,
drivers, and obstacles (goals, results, drivers, and obstacles), collecting
innovation data for single innovation (collecting innovation data for single
innovations). This type of research is a qualitative research with a descriptive
phenomenological approach. The required data collection, both primary and
secondary data, was collected through interviews, observation, documentation,
and then analyzed so that conclusions can be drawn from existing research
problems.
The results of this study are that the implementation of the SI PEKA
innovation in Dumai Barat District has been running well but not optimal due to
the limited work facilities supporting innovation and limited personnel resources
who have the ability to analyze spatial data using geographic information
systems. As for the efforts made to improve the implementation of innovation,
namely by adding work facilities and financing for technical training for the West
Dumai District officials in the upcoming fiscal year.
