Pelaksanaan Komunikasi Penyelenggaraan Angkutan Orang Tidak Dalam Trayek (Studi Kasus: Angkutan Karyawan Di Kota Dumai)

This research is motivated by the communication of application of the
Minister of Transportation Regulation Number 117 of 2018 concerning the
implementation of Off-route people transportation or people transportation with a
specific purpose (employee transportation).
The purpose of this research is to determine the extent of communication
between implementors in the policy for implementing Theoff-route people
transportation and to find out the obstacle factors in communication between
implementors in the policy of implementing the off-route people's transportation
(Study of employee transportation in Dumai City). This study uses a descriptive
qualitative research. Data collection techniques from this research are interview
and documentation. Primary data were obtained directly by interviewing with
some informants, namely the head of the section of off-route and freight
transportation in the Transportation and Facilities Division of
DumaiTransportation Department, The Head of Companies Transportation PT.
Indomas Jaya Raya, The Head of Companies Using Employee Transportation
Services, Employee Transportation Drivers and Employees who use employee
transportation.
The results of this research indicate that the implementation of policy from
the Regulation of Minister of Transportation Number 117 of 2018 concerning the
implementation of the off-route people transportation (Employee Transportation)
in Dumai City has run well. It can be seen from the communication factor in
which delivery form (Transmission) is carried out, namely through socialization
so that the object of Implementation can understand the Policy clearly and
efficiently. Then when viewed from the clarity of communication that the Dumai
Transportation Department as the implementer of the policy to realize the
Communication Clarity dimension implements policies related to the management
of transportation implementation / employee transportation which in realizing it,
there are still those who have not taken care of an employee transportation
business operational permit or employee transportation permit and comply with
the Standard of Minimum service that has been set. They don't even know that it is
very necessary or mandatory to have the minimum service standards set, namely
the policy of the Minister of Transportation Regulation Number 117 of 2018
regarding the implementation of Employee Transportation that in this case about
Transportation / Employee Transportation, especially in article 20 paragraph (1)
letter D, namely motorized vehicles equipped with a driver's performance
monitoring device that can record the speed of the vehicle and the driver's
behavior in operating the vehicle, moreover it is related to the comfort and safety
as a user of employee transport vehicles. Even if viewed from the consistency in
communication of Dumai Transportation Department seeks to realize a
consistent dimension with communication between implementers in the policy of

implementing employee transportation by continuing to refer to existing
regulations and by warning the employee transportation companies consistently
to obey the employee transportation policies.
