Kebijakan Inovasi Dalam Penyelenggaraan Sistem Pemerintahan Berbasis Elektronik (SPBE) Di Kota Dumai

To achieve the quality of government administration that uses Information and Communication Technology (ICT) effectively, efficiently, transparently, accountably, qualitatively and reliably, local governments are based on an electronic-based government system. You can implement innovation policies. (SPBE) to accelerate the implementation of good governance by the government. This helps to provide solutions to problems that have occurred so far, such as the efficiency and efficiency of local governments, and you can always save money by purchasing stationery. This has been further strengthened, especially in relation to the city of Dumai's innovation policy, which is no longer an option and is included in the category of obligations to be implemented.
The purpose of this study is to explain the policy of innovation in the implementation of e-government systems (SPBE). In Dumai City, it is measured by three aspects of innovation policy described by Tatang A. Taufik, namely 1). Policy management (governance)/policy governance aspects, 2). Sector dimensions and 3). The dimension of interaction. This type of research is a qualitative research with a descriptive approach. The data collection required for both primary and secondary data was collected through interviews, observations, and documentation and analyzed to draw conclusions from existing research issues. The survey had six informants, namely, the city of Dumai's communications, information, statistics, coding services, and the city of Dumai's Planning, Development, and Research and Development Agency.
The result of this study is the implementation of innovation policies in the implementation of electronic-based government systems (SPBE) in Dumai is doing pretty well. This is due to limited human resources with ICT expertise, unintegrated application systems, and lack of budget support to develop SPBE-based innovations.
