Penguatan Pengawasan Illegal Fishing Di Wilayah Pengelolaan Perikanan Republik Indonesia (Wpp Ri) 571 Dengan Menggunakan Teknologi Vessel Monitoring System(Vms)
ABSTRACT
Throughout 2016-2020, there were still many arrests of illegal fishing cases carried out by foreign vessels operating in the WPP 571 area (waters of the Malacca Strait and Andaman Sea). One of Indonesia's efforts in dealing with the problem of illegal fishing is to strengthen supervision along Indonesian waters. For this reason, the Indonesian government implements Vessel Monitoring System (VMS) technology as a technology that is expected to help the Indonesian government in terms of strengthening supervision of foreign vessels that carry out illegal fishing in Indonesian waters. This study aims to analyze how the effectiveness of the technology called VMS is to strengthen the supervision of transnational illegal fishing crimes in the Fisheries Management Area of the Republic of Indonesia (WPP) 571.
The research method used in this study is a qualitative method, using library research data collection techniques or literature studies sourced from books, laws and regulations, journals, articles, and relevant websites. This research uses the perspective of Neorealism, Securitization theory, and the concept of Comprehensive Security.
The results of this study prove that the Vessel Monitoring System (VMS) has not been considered effective, because in its operation there are still many obstacles or shortcomings that cause this technology to be more matured again in terms of strengthening illegal fishing supervision in Indonesia, especially WPP 571. Therefore, a more reliable system integration is needed to cover the shortcomings of this VMS system, so that the strengthening of illegal fishing supervision in WPP 571 can be carried out properly.
