Difusi Inovasi Program Electronic Traffic Law Ienforcement (Etle) Di Kota Pekanbaru

Based on the Regulation of the National Police Chief number 5 of 2012 concerning Registration and Identification of Motorized Vehicles Article 115 paragraphs (3) and (5). The authorities created an innovation of electronic-based ticketing, which was able to reduce the number of traffic violations. However, until now the number of traffic violations recorded by ETLE is increasing every day, there are several possibilities that occur, such as the lack of public awareness of traffic order and lack of public knowledge about the implementation of ETLE in Pekanbaru City. This research will comprehensively describe and analyze the Diffusion of Innovations in the ETLE Program in Pekanbaru City. This study was designed using a qualitative method with a phenomenological approach. The data collected included primary and secondary data, then the data were analyzed using qualitative descriptive analysis. This study uses the theory of Diffusion of Innovation according to Rogers in Adianto (2020) with four criteria, namely: Innovation, Communication Channels, Time Period, and Social System. This study found that the communication channel used by the Ditlantas Polda Riau to spread the ETLE program in Pekanbaru City only used social media and mass media in a small scope, and there was no provision related to understanding how the ETLE program mechanism in Pekanbaru City, so that there are still many people in Pekanbaru City. who do not understand the mechanism of ETLE itself, so it can be said that the diffusion of innovation in the ETLE program in Pekanbaru City has not been carried out optimally by the Ditlantas Polda Riau.
