Study this aim for knowing factor blocker resolution conflict as well as how role KPHP Service in complete conflict . Study this using qualitative research through a phenomenological approach. The reason for this research is to use a qualitative method with a phenomenological approach so that researchers can see more deeply and capture people's aspirations and analyze solutions the right one from KPHP Minas Tahura In Resolving Conflicts of Land for Industrial Plantation Forests (HTI) in Kampung shower Minas District , Siak Regency. Where data collection using technique observation , interview and documentation . Next use technique analysis from ( Cresswell, 2007). Study this use theory Proposed resolution _ by Fish er in ( Fina , 2017) namely Negotiation , Mediation , and Arbitration . Results study showing that from whole existing resolutions , KPHP 's efforts as party the third that doesn't have interest to both of them not yet until step by step find result , because wrong one conflict parties _ no follow the course of the process. So that stages next not yet run and the efforts made by KPHP to Village shower not yet could walk maximum .
