Implementasi Kebijakan Mekanisme Dan Tata Cara Penerbitan Rekomendasi Upaya Pengelolaan Dan Pemantauan Lingkungan Hidup Di Kabupaten Pelalawan

Implementation is a process in which the implementation of the policy is the main focus, seeing whether the making of a policy is in accordance with what is expected. The purpose of this study was to identify and analyze the Implementation of Mechanisms and Procedures for Issuing Recommendations for Environmental Management and Monitoring Efforts in Pelalawan Regency, namely the management of SPPL ownership and the factors that hinder it. The theoretical concept used in this research is policy implementation according to Merilee S. Grindle (in Agustino 2016:142). Using qualitative research methods with descriptive analysis. And the data needed are primary and secondary data obtained through interviews, observations, and documentation which are analyzed by researchers. The results of the study show that the implementation of policies in SPPL ownership seen from the implementation process is in accordance with applicable policies, but has not met expectations because there is still a lack of impact on the community. The factor that hinders the implementation of the SPPL ownership policy is that it is not conveyed properly to the proponent regarding the importance of ownership of environmental documents, so that environmental management is in accordance with applicable policies. And the lack of firmness in the application of sanctions by policy implementers.
