Tourism Village is part or all of the village area owned by tourism potential, products and activities that can be utilized for tourism development and managed by community groups in the village in a sustainable manner. Tourism villages have tourism potential that is able to have a direct impact on the community in improving living standards in the economic and social fields. Seeing from the great potential of the existence of tourism villages, especially in the fields of tourism and the economy, researchers are interested in seeing how the grouping and the role carried out by each stakeholder to be able to develop the potential possessed by tourism villages. One of the potential tourist villages is found in the city of Padang Panjang which is known as Kubu Gadang Tourism Village. This research uses qualitative research methods. The purpose of this study is to be able to identify and analyze the grouping of stakeholders and the role of stakeholders in the development of the Potential of Kubu Gadang Tourism Village in Padang Panjang City. From the results of the research that to be able to develop the potential of tourism villages, every government agency and also community institutions must understand the roles and duties of each stakeholder. From the results of the research that to be able to develop the potential of tourism villages, every government agency and also community institutions must understand the roles and duties of each stakeholder. So that the development of kubu gadang tourism village will have the potential to advance and become one of the iconic tourism owned by West Sumatra Province in Padang Panjang City.
