Kinerja Ombudsman Perwakilan Riau Dalam Penanganan Keluhan Pelayanan Publik Di Bidang Pendidikan Di Kota Pekanbaru
Maladministration is an act that violates the rules and bypasses authority in the public service process. In order to implement good governance and to optimize public services and rule enforcement, it is necessary to have an external supervisory agency. One of the state institutions with the authority to oversee the implementation of public services is the Ombudsman. The Ombudsman of the Republic of Indonesia is an institution created to supervise public service providers. With the occurrence of maladministration in the education sector in Pekanbaru City, the Riau Representative Ombudsman has the authority to oversee the implementation of public services in educational institutions in Pekanbaru City. Quality education is a goal that is in line with Law no. 20 of 2003 that the national education system must be able to ensure equal distribution of educational opportunities, quality improvement as well as the relevance and efficiency of education management. Therefore, this study aims to find out how the performance of the Riau Representative Ombudsman in handling public service complaints in the education sector and what are the inhibiting factors for the Riau Representative Ombudsman. The theoretical concept used in this research is the performance measurement indicator from Agus Dwiyanto (2006). The research method used is a qualitative research method with a descriptive approach through interviews, observations, and documentation. The result of this research is that the performance of the Riau Representative Ombudsman is quite good. The factors that hinder the performance of the Riau Representative Ombudsman are the lack of human resources, lack of budgetary resources, and lack of facilities and infrastructure. To improve the performance of the Riau Representative Ombudsman, it is necessary to add human resources, budget resources, and complete suggestions and infrastructure so that the performance of the Riau Representative Ombudsman can improve.
