The field of housing and slums is one of the fields related to programs and activities to preserve the environment in Karimun Regency. This policy is supported by the Karimun Regency regional regulation Number 1 of 2018 concerning the prevention and improvement of the quality of slum housing and slum settlements. The purpose of this study was to identify and identify the inhibiting factors for implementing policies to prevent and improve the quality of slum housing and slum settlements in the Sei Lakam Timur sub-district in 2020. The research was conducted using a qualitative method with a case study approach. With the technique of data collection is done through interviews and documentation. The results of the study found that the implementation carried out by the Department of Housing and Settlement Areas had been going quite well, but in the process there were still obstacles that caused the program to not run optimally. Based on these findings, the implementor should improve coordination with related agencies in empowering the community. This effort is made in order to optimize each program carried out so that it is in line with expectations.
