Implementasi Program Pengembangan Pariwisata Di Kabupaten Rokan Hulu

Rokan Hulu Regency has a very rich natural potential in the aspect of
tourism. The Department of Tourism and Culture of Rokan Hulu Regency has an
important role in implementing development and advancing tourism in Rokan
Hulu Regency. In order to develop and promote tourism in Rokan Hulu Regency,
there are 3 programs, namely the tourism destination development program, the
tourism marketing development program and the partnership development
program. So that with these programs running well, it is expected to increase the
number of tourist visits, increase Regional Original Income and can also improve
the economy of the local community.
This study aims to analyze how the implementation of tourism development
programs in Rokan Hulu Regency The theory used in this study is the Policy
Implementation Theory by George C. Edward III. The type of research is
descriptive research with a qualitative approach. Methods of data collection is
done by interview, observation and documentation.
Based on the results of the study, it can be concluded that the
Implementation of the Tourism Development Program in Rokan Hulu Regency,
which is carried out by the Tourism and Culture Office of Rokan Hulu Regency,
has not been effective and has not been implemented optimally. This is due to
several inhibiting factors, including the lack of budget for the development of
tourist destinations, the lack of support and partnerships from the private sector
and the local community, the lack of innovation from the Department of Tourism
and Culture, the lack of promotion and marketing and the limited quality of
Human Resources in carrying out the activities, and manage regional tourism
potential.
