Abstract
Technological advances make the millennial era very updated regarding fast and easy services, for that the Population and Civil Registry Office seeks to maximize to continue to support the ownership of Child Identity Cards, especially in Tanah Datar Regency by issuing an online service called OASE (Online Anywhere Service). The purpose of this study is to determine the effectiveness of Child Identity Cards services through OASE (Online Anywhere Service) and the factors that influence the effectiveness of services through OASE in the Dukcapil District of Tanah Datar. The theoretical concept used by the researcher is the theory of effectiveness by Duncan (in Steers, 2012: 53) where the indicators of effectiveness include goal achievement, integration and adaptation. This study uses a purposive sampling technique with qualitative research using a descriptive approach and the required data, both primary and secondary, are obtained by observation, interviews and documentation for further analysis so that conclusions can be drawn.he results of the research that the author got, namely the implementation of Child Identity Card (KIA) services through OASE (Online Anywhere Service) still have several factors that become obstacles experienced by the Population and Civil Registry Office of Tanah Datar Regency, so that the online services implemented have not been effective.
