Abstract
Public Service innovation is an originally creative or modified concept that provides the benefits for society. Innovation ready for marriage family card complete (Sini Kakek Seleb) At Department of Population and Civil Registration of Payakumbuh City is created to facilitate society to manage the conversion of family card after the phase of marriage occurs. The purpose of this research is to describe Innovation ready for marriage family card complete (sini kakek seleb) At Department of Population and Civil Registration of Payakumbuh City, and to describe the inhibiting factors that influence or affect it.This research applies innovative success atribute according to Bugge, which are governance and innovation, sources of ideas, innovation culture, capabilities and tools, objectives, outcomes, expense, and obstacles, and collecting innovation data for single innovation. The type of research is a qualitative research with descriptive approach. The agregation of data that is required both primary and secondary gained from interviews, observations, documentations, then it is analyzed well so it can be concluded from existed researc issues. The result of reseach is an on well-going innovation ready for marriage family card complete (Sini Kakek Seleb) At Department of Population and Civil Registration of Payakumbuh City is not optimal because lack of human resources and there are still some constraint such as lack of socialization.
