Abstract
Collaboration is a process of cooperation carried out by the government, private sector and the community to solve problems with the aim of achieving common goals. Oil palm rejuvenation is one of the National Strategic Programs, carried out by the government with the aim of increasing palm oil productivity and solving legality issues. This research aims to determine institutional collaboration in accelerating the implementation of smallholder oil palm rejuvenation (PSR) with the Partnership Pattern in Kampar Regency, and to find out the factors that hinder institutional collaboration in accelerating the implementation of smallholder oil palm rejuvenation (PSR) with a partnership pattern in Kampar Regency. This study uses qualitative research with a descriptive case study approach and the data needed, both primary and secondary data obtained from observation, interviews, and documentation, is then analyzed based on the research problem. The results showed that institutional collaboration in the Acceleration of the Implementation of People's Oil Palm Rejuvenation (PSR) with the Partnership Pattern in Kampar Regency has been running but not optimal, but there are several problems with decreasing oil palm productivity due to the age of the plants which are no longer productive or old, the realization of rejuvenation has not been achieved. smallholder oil palm (PSR) due to the lack of interest of farmers in rejuvenating their gardens. To see some of the inhibiting factors such as low communication and time in completing programs or documents, it is still slow to collaborate in accelerating the Implementation of People's Oil Palm Rejuvenation (PSR) with the Partnership Pattern in Kampar Regency.
