Procurement of government goods/services has an important role in the
implementation of development to improve public services and develop the
national and regional economy. Most of the government spending is carried out
through the process of procurement of goods/services. Even in its long-term
goals, good procurement of goods and services is believed to be able to assist the
government in realizing national goals.
Government procurement of goods/services according to Presidential
Regulation Number 16 of 2018 concerning Government Procurement of
Goods/Services as amended by Presidential Regulation Number 12 of 2021
concerning Amendment to Presidential Regulation Number 16 of 2018 concerning
Government Procurement of Goods/Services is an activity of procurement of
goods/services by Ministries/Institutions/Regional Apparatuses financed by
APBN/APBD, whose process starts from identification of needs, up to the
handover of work results. To ensure that the process of implementing the
Procurement of Goods/Services goes according to the applicable laws and
regulations, the Work Unit for Procurement of Goods/Services, hereinafter
referred to as UKPBJ, plays an important role here, namely the work unit in the
Ministries/Institutions/Regional Government which is the Central The superiority
of the Procurement of Goods/Services at the Regional Government level of Riau
Province is under the auspices of the Bureau of Procurement of Goods/Services of
the Regional Secretariat of Riau Province.
As a center of excellence for PBJ, UKPBJ has a role not only as an
organizer of the provider selection process, but is able to become a stakeholder
advisor and information center for Government Procurement of Goods/Services.
UKPBJ must be able to increase the use of domestic products, increase the role of
UMK and cooperatives as well as national business actors including the creative
industry. In addition, UKPBJ must have the SKOPPER character, namely
strategic, collaborative, performance-oriented, proactive and able to make
continuous improvements, so that through this UKPBJ can be a driving force in
creating added value and benefits in Government Procurement of Goods/Services
as a driver of national economic recovery.
This study aims to see and determine the direct influence of the influence of
leadership, organizational culture and knowledge management on employee
performance mediated by work enthusiasm at the Bureau of Procurement of

Goods and Services of the Regional Secretariat of Riau Province. In taking the
sample in this study using a census technique in which the entire population was
sampled so that the respondents in this study were 75 employees using the SEM
analysis technique.
The results in this study that leadership has a significant effect on morale.
This means that leaders have good analytical skills at work and are able to invite
their employees to work in a solid and harmonious team so that employees are
enthusiastic at work because there is no pressure at work. Organizational culture
has a significant effect on morale. This means that with the integrity values that
exist in employees in carrying out their duties honestly, consistently, disciplined
and courageous in making decisions, not abusing authority will provide an
increase in employee morale. Knowledge management has a significant effect on
morale. This means that having the ability to use technology and being able to
communicate work experience with colleagues will provide an increase in
employee morale.
Morale has a significant effect on employee performance. This means that
employees always find new ideas in the work they do and are able to work
together with colleagues in the organization so that work enthusiasm will arise in
employees when carrying out their duties and responsibilities and provide
improvements to employee performance.
Leadership has a significant effect on employee performance. This means
that having good communication skills and being able to encourage employees to
work together will provide an increase in employee performance. Organizational
culture has a significant effect on employee performance. This means that at work
employees always feel very strong values of togetherness within the organization
so that in carrying out the tasks given by the leadership the employees are
friendly, agile, solutive and reliable and do not carry out KKN so that employees
are able to innovate and develop organizational creativity in collaborating with
other agencies to improve work results. Knowledge management has a significant
effect on employee performance. Knowledge management assists organizations in
increasing efficiency, ways of working and processes, because with knowledge
management knowledge is distributed evenly among the human resources in the
organizations, so that organizations can manage each employee’s knowledge
more easily so that organizational goals can be achieved.
