Abstract
Indragiri Hilir Regency is one of the areas in Riau Province that has a high potential for danger or disaster-prone. Floods are an annual disaster that occurs in Indragiri Hilir Regency. So that good Government Capability is needed in Flood Disaster Management that occurs, so that Indragiri Hilir Regency can be well organized so as to reduce the risk of future floods. This is also assisted by competent human resources in tackling the flood disaster where there is a responsible agency, namely the BPBD of Indragiri Hilir Regency as a coordinator in collaboration with the Social Service of Indragiri Hilir Regency, and the SAR Post of Indragiri Hilir Regency. This study aims to determine the capability of the Indragiri Hilir Regency Government in Flood Disaster Management and the obstacles in flood disaster management by the Indragiri Hilir Regency Government. This study uses a qualitative research method with a descriptive approach. The results of this study are the Indragiri Hilir Regency Government is still not fully capable of tackling the flood disaster that occurred in Indragiri Hilir Regency, because there are several indicators that still require improvement in accordance with the government's capability in flood disaster management in Indragiri Hilir Regency.
